Yes, that discount is because you're no longer subsidizing a phone with your plan anymore. Since these new plans don't subsidize your phone, I would put money on you not being able to receive the $25 off-contract discount anymore on the new plans.

I can't speak to the "new" $20 line access plans, but for the $40 line access plans (More Everything Plan), you can receive the discount by taking the phone off contract. This can happen as soon as you're eligible for an upgrade, although they won't tell you about it because they want that extra $25 a month.
 
Do yourself a favor, and bookmark those links and check back once in a while. For my brother and I, we noticed that those Portland-area towers weren't even on the map a few weeks ago, and that solid signal has come and gone today - I suspect that those towers are in testing mode. We had no Band 12 coverage to speak of just a couple of weeks ago here but now we do, at least in downtown Portland - so, give it a few weeks and maybe you'll be good to go!

He took off for a few days to hang out with our Mom and I KNOW there's no T-Mo coverage there. We carry iPhones from multiple networks - VZW for me, ATTWS for him and we share when necessary, and there's coverage holes here in OR/WA/AK that NJ would fit comfortably in! FWIW, I'm sticking with my VZW lines as well for now, too - still with UL data!

Thanks for the info! I'm not in a great rush to change networks - I want to be certain before I make any change, so as not to need to change back to Vz if disappointed with Tm. Anyway, hopefully the seemingly increased competition re rates & value of the service offerings may even drive Vz to increase their data allocations per cost tier. We'll see. They're greedy, but not stupid. :)
