The issue was semi resolved with 10.1, however I think, and still think, it was a patch to force the connection to the network and actually question if the indicators are correct. Speed tests when LTE is identified are no where LTE speeds in spots. Standing in the same spot with a 6s Plus getting 60 mbps vs the 7+ and getting 1mbps is not normal.
I also believe they are not telling anyone of the full extent of the issue.
Wow the difference in those speedtests is horrible, considering your standing in the same spot with both a 6s and 7. Are slow speed tests on your 7 common, or only intermittent? Would be interesting to see if you dialed the field test app *3001#12345#*, then go to Serving Cell Info, what LTE band you're using for those speedtests...or, if you're truly using 3G, the field test should give you options for 1x and EVDO instead of LTE menu items.
So far, the upgrade to 10.0.3 on my VZ iPhone 7 seems to have improved the issue for me. I was able to recreate the 4G -> 3G drop at will. Inside my desk drawer is an almost dead zone for LTE.
- volte turned on, put iphone 7 in desk drawer for 5 seconds then remove from desk.
... phone drops to 1 bar LTE inside desk, signal strength does not recover when removed from desk,
data is unusable while at 1 bar and after 10 more seconds (outside of desk) drops to 3G.
- volte turned off, put iphone 7 in desk drawer for 5 seconds then remove from desk.
... phone drops to 1 bar inside desk, but quickly recovers to 2-3 bars once removed,
data is usable immediately after removal from drawer.

Things to note: The above test, as unscientific as it is, could recreate the 3G drop in 9 out of every 10 test attempts. Any phone, including an iphone 5s, will eventually drop to 3G if left in the dead zone drawer for long enough, but the iphone 7 was extremely sensitive to the less than stellar LTE signal prior to the 10.0.3 upgrade. My modem firmware was sitting at 1.00.04 when on 10.0.2, and was upgraded to 1.00.05 with the 10.0.3 IOS update. Lets hope this was more than a signal indicator band aid.
