Turning off auto brightness worked for me, it still happens but very rarely. with auto brightness on it's constantly stuttering while watching netflix... both streaming and downloaded.

Guys, try iOS 12.3 beta 2, they seem to have fixed all the lag problems, video, ui and 3D
The UI and Video playback seems to be fixed and the 3D performance in some games is way better than it was on previous versions

With all due respect they weren’t tell you they fixed anything. No where in that email do they specify anything of the sort outside of linking you to try the beta and update your bug report.

They were asking you to tell them if the issue was still present in the beta.

This would be one of the procedure for almost any issue outside of replacement in troubleshooting.
