The new way doesn’t “function” either.
Half the time I tap it the hours highlight first while the other half of the time it picks the minutes first.
Having to pay close attention and figure out whether I need to ‘type hour then type minutes’ or ‘type minutes then re-tap-hour then type-minutes’ is not a good experience.
May I correct you? If you pay a little more attention, you will notice that it matters where you tap. Tap on the left: hours are highlighted. Tap on the right: minutes are highlighted. Tap again and it will highlight both.
Like others have said: it's a slight adjustment to how we're used to, but actually it's very convenient and has lots of options to cater to everyone's needs: You can still scroll through the time, or you can directly start typing the time (1105 for example), or if you only want to change the minutes tap on them and you can start typing.
I think you should give it a second and third try, because the iOS 13 functionality is still there and the new functionality is just getting used to it.
Spatial audio will be a major let down for me if it’s not available for movies on the ATV 4K. I don’t want to watch movies on my phone.

So yes, it does work. Since I don't run the tvOS 14 beta on my one and only Apple TV 4K, I haven't tried it yet, but allegedly you can both share audio with multiple AirPods and if both you and your partner have AirPods Pro then both of you will be able to enjoy the spatial audio at the same time, based in your own position.
But... it is limited to supported titles. To me this is Apple's way of saying that only select TV+ titles will be able to handle this in the short term, but probably over time they'll request the proper audio format for titles from maybe even Netflix and such.
