What's even more stupid is if you have very low you would have to pay more for monthy payment and that will even hurt the buyer more.

Yep. Same people who have XBOX360's or PS3's with controllers, games, and accessories. Or rebuild hot rods and buy car parts. Or have designer jackets or handbags. Did you really need that Lexus when a basic Toyota would get you from point A to point B just the same? Do realize how much money you've spent on Starbucks, smokes, or drinks at the local pub?

I think for a while (possibly still? not sure) they were restricting cash sales to prevent people from walking in, buying a phone, then sending it to some other country to be sold for profit. Repeat hundreds of times. At least with a credit card they can keep track of how many phones you have bought, and stop you from buying too many.
