iOS7 with their space wallpapers. I'm still using them today
I prefer the older ones like the clownfish and earth ones.
The iOS7 wallpaper with the cloudy starry sky/nebula will always reminds me of the change from the skeuomorph icons to the flat childish design that we have today.
iOS13 wallpapers are just horrible imo.

That is 100% subjective. No one can answer which is the “best“ wallpaper.

These and iOS 8 wallpaper were awesome. iOS 13 has some horrible wallpapers.
iOS 8 looked amazing on the iPhone 6 iPad Air 2.

I have never used any provided wallpaper. I use a picture of my wife I took along a trail overlooking the Agean sea about 45 years ago when I was stationed in Turkey in the USAF. I use that picture as wallpaper on everything I have.
My favorite wallpaper is the iOS 9 one. It looked so vivid on my iPhone 5... iOS 8, 10, and 11 are also pretty nice.
7,8,10 were just beautiful. Wish they would go back to space themes instead of color pastels.
I'm still leaning more towards older iOS versions (iOS 5 because I remember it the best), since most of their backgrounds looked like actual "evenly-spread" backgrounds. The pictures that look like an object floating in a void look okay but are not good backgrounds, and I don't remember seeing as many in older versions than new ones.
