Hello. I was experiencing the very same issue on my brand new iPhone 11 and even after factory resetting the phone I was not able to fix the issue.
So far the only thing that was actually worked for me is turning off the background app refresh (setting/general/background app refresh). I am not sure if this is actually the solution or just a workaround but so far I have not come across the annoying stutter when closing apps again.

To be honest, I have not experienced any downsides. I am not even sure what this feature is supposed to do when it is on. If anyone knows how this affects your phone, please share. Regards

Well didn’t last long. Stutters are back with it off.
 
Stutters have actually gotten worse for me in RC 2 on my 12 Pro Max. It's so bad that when I swipe up it actually goes to the app switcher instead of the home screen. This is really annoying to be quite honest. I honestly think it's an issue with ram management which Apple has had issues with in the past. I screen recorded it and submitted it using the Feedback app so we'll see what happens.

I don’t think this is RAM management, but I’m no programmer so I could be completely wrong, but if you swipe up really fast do you still get the stutter?

I turned off the background app refresh and the stutters are gone, try it.

You're probably right. It's def something in the background causing it and yes, I'm swiping up as I normally would. I actually got it on video and sent it over to Aaron from Zollo Tech on Twitter. He reviews IOS builds. It happened two times in a row when exited Messages then finally went back to normal. Here's the link to the tweet so you can see for yourself:

A few people have already tried that in this forum and it works temporarily then back to business as usual aka stutters. So frustrating. I hate that I can pinpoint what's causing it because it just happens at random. Here are the apps I'm usually using when it happens, maybe someone else is using one of the same apps:

This is exactly what mine does. I read on a Reddit thread that someone had luck after getting it replaced at an Apple store. Did anyone else happen to try getting a replacement and if so, what was your experience with the new phone? Did it help. The person on the Reddit thread claims that the Apple store rep that helped them said it was a “screen calibration issue”.

It’s a software issue. 100%. That apple store guy is clueless like a lot of them.

I too have this issue. It's nice to know that it is not just me. Extremely annoying and bothersome when it happens.
I checked my feedback report on it and it says that it's open and there are "more than 10" recent reports, so hopefully by the next version/beta we will get a fix. Also awesome someone got it on video, it's impossible for me to figure out when it will happen!!!

My girlfriend got a 12 mini a couple weeks ago, and I got a chance to test hers out. It does the same stutter, but even worse - once it started, every time I closed an app it’d open the app switcher instead. (No case or screen protector on the phone.)

I still think this is an issue with ambiguous swipe gestures. That's the only time I've seen this stutter. Perhaps the algorithm that determines whether to close the app or bring up the app switcher needs some tweaking.

Lucky!! I've been running RC 2 since last week when it was released. It's the version that Apple released to everyone today and I started having the same issue 2 hrs after installing it.
trust me it will happen. I've been on RC2 for days now. No change.
Same here. Got it the day it was released
No stutters for me on 14.3 for 2 hours since install....
Usually takes up to 24 hrs. Hopefully, I'm wrong but mine was great for a couple of hours then right back to being a stutter fest.
