I'm pretty sure it is not a particular app. It has to do with the way iOS manages background apps. If you reboot, it won't happen for a while. But after you've opened several apps and the system has to start reclaiming memory, that is when it starts happening. If you always force close every app when you are done with it (even though Apple recommends against this for battery life), you'll notice it doesn't happen at all.
 
I agree with @MagicMiguel this only happens once you have more than a couple of apps open. A reboot seems to clear everything but who wants to reboot all the time. Luckily Aaron Zollo finally addressed it again in detail in his latest iPhone 14.3 review. Lets hope that helps bring more attention to it:

Yes.

My girlfriend got a 12 mini a couple weeks ago, and I got a chance to test hers out. It does the same stutter, but even worse - once it started, every time I closed an app it’d open the app switcher instead. (No case or screen protector on the phone.)

My wife has an XR and that is not affected by this issue. I think it manages memory differently. I’ve noticed is kills off apps in the background faster, but I’m fine with that if it means the home gesture works all the time. I’ve thought about retuning the 12 pro for an XR, but the lesser camera and speaker quality is what is holding me back. I wish they’d just fix it.

Pretty sure I'm going to jinx this for myself but this issue is pretty much gone for me all on its own. Where previously there was a 50% chance it would stutter, now I experience it maybe once/twice per day. I have made no changes to my phone.

I switched from a 12 Pro Max to the 12 mini because of the stutter. For a few weeks I didn’t get any stutter on the mini and just today I started getting a few stutters and app switcher openings so I don’t think it matters which model you get.
 
Is it resolved in iOS 14.4 beta? I'm so shocked that Apple just let users stand these annoying issue for months.
There should be a class action agianst Apple on this.

I did but no response from Apple. It even says "No Recent Similar Reports".

I've definitely seen it happen much less frequently the past few weeks. My theory is that the magical machine learning of the A14 learns what apps you normally use, so it does a better job of keeping them suspended in memory, and the stutter appears less frequently since apps are moved in and out of memory less often.

Since Zollotech has reported this in his new video, Let’s make it louder and force Apple to pay a attention to it. (Such as making Macrumors post about it?)

I’ve seen the issue since iOS 14.0 on my iPhone XS Max, and last week I decided to switch to an iPhone 12 Pro Max to address the issue. Unfortunately the stutter is even more serious on iPhone 12 Pro Max.
 
Also, for me the stutter is especially serious at about about 9am, 5pm and 9pm, and my iPhone would be extremely fluent and fast from 11pm to 7am. I don’t know what’s the role of time in this issue.

No, it is not resolved in 14.4 beta 1. I imagine it is a more serious issue, because my 11 Pro suffered from it all of last year and my 12 Pro now has it this year. Makes me think about switching to the SE so I don't have to deal with the gestures.

It goes away for a while after a reboot or if you haven't used many different apps. Use your phone for a little while and it will come back.
 
I still don’t understand why this isn’t on the front page. It impacts every 12 device!!! Are macrumours scared of apple?

Many people won’t notice this until you tell them. What we need is to get more people to know this, and of course report it to Apple.
 
Aaron Zollo seems to pretty much mention it in every one of his YouTube videos since I pointed it out to him in Twitter. I know I mention him a lot here but he’s the only one that has responded to me and has been talking about it. Also, not to get too far off topic but I also realized that Instagram previews no longer load in iMessage. Not sure if that’s an iOS problem or Instagram problem seeing as how they just updated their app to somewhat support pro raw. Anyone else having this problem? See attached image
