Actually no, that's misinformation, in fact, depending on what you're doing, having the wrong video card will lead to a lot of frustration.
First off Apple says you need an ATI 7500 or better, and this is very important. The 7500 (remember, the suggested minimum) is 64 MB card running at 290/230 MHz DDR. That's not THAT steep a spec, however in terms of Macs built all the way back to the G4 optical audios built in 2001 (codenamed Clockwork and Tangent, using the PPC 7410/7450 466-733 MHz) that came with the ATI GeForce2 MX with 32 MB or RAM could push a 23" CD. However, it wouldn't push them well, in terms of gaming your framerates would be woeful with any of the newer games.
Think about it this way, 1920 X 1200 is a lot of real estate, that's a lot of pixels to push. Where as a 32 MB VGC can comfortably manage 1280 X 1024, if it's going to try to manage some 66% more pixels, that's a lot of pixels. So for all intent and purpose you need at least 64 MB and the more major pipelines and the card to adequately run 1920 X 1200.
I say "adequate" because my original G5 2.0 DP only had the 9600 with 64 MB of VRAM, before I bought my 23" (HP 2335, same display as the CD by LG Philips) I could play UT4, Halo, CoD, CoC, etc., all the latest and greatest no problem at 1280 X 1024... after getting my new monitor the same games that ran smoothly (for the most part) no run woefully at full monitor mode. What changed? Simply my video card, which easily supports 23" for day-to-day illustration and Photoshop work, can't push the major bandwidth of gaming into that much space. Alas, when reviewing peecee weenie forums with gaming geeks on 23" almost the first question after "which 23" should I get" is "which video card upgrade?" Indeed, if you game on a Mac the current card you have may not cut it, as is my case (either I'll be dropping a chunk on the 6800 or wait for the X800).
That was all facts, but now some speculation, not sure how much video goodies will be pumped into Tiger. Some say you'll need 64 MB of VRAM MINIMUM to run it (on these very forums) which, anyone with a clue should realize that's total BS. Apple ISN'T going to make an OS that will only run on the newest of new machines and not even their iBooks and eMacs, so pay no mind to clueless morons spouting misinformation around here. However, how well you run some of the new core image coding in Tiger (10.4) may come down to your video card. To wit, when Quartz was created into 10.1 (or was it 10.2?) which had the ability for transparency in the OS, not all machines could do this, none of the lower end ones, at the time, could utilize Quartz. Mind you, all the machines that could run OS X would run it, just upon install if your machine didn't have the tools to run certain aspects that'd be set to off. So the question may be how much visual power will the machines need for Tiger and, to get to my point, what video card vs. the size of monitor you have may be a factor... though it's too early to tell this.
So what video card do you need to power a 23"? Trust in Apple's spec, a minimum of a 7500 with 64 MB makes total sense. However if you're a gamer upgrade to at LEAST 128, if not 256. If you want to buy for the future (what the hell, you're already dropping change for the 23") you probably want to invest in a healthy new higher end video card anyways when you can rub the nickels together, you'll be happier in the end.
