They didn't. They released Kimi only fractionally after Kubica, given that the Canadian pit-lane is double width, it's quite clear that Kubica was
never required to take any evasive action whatsoever, to avoid any type of collision, because the width of the pit-lane could accommodate both cars side by side.
As far as I'm aware, there's nothing stated in the rules that this is illegal, in fact I recall that in pit-lanes that can accommodate cars side-by-side, such positioning of cars is reasonably frequent, I remember final qualifying at the 2006 French GP, and Alonso did
exactly the same thing to Schumacher, drawing up alongside, with both of them racing out of the pit-lane.

weren't racing in the pit-lane, both drivers were quite aware that they couldn't leave the pit-lane until the Safety Car and the snake had passed the pits hence why they both stopped at the
two big, red flashing lights.

Because of course a driver that accidentally touches a wet part of the track under breaking, subsequently losing control and accidentally hitting another driver is
exactly the same situation as a driver who wasn't paying attention to the
two big flashing red lights, and who then proceeds to crash into
two stationary cars stopped side-by-side at the end of the pit-lane! McLaren 'eh...
