Well the Dutch store is online for me and i can load the Spanish store by changeing /nl to /es in the url

I still don't think it's anything, it could be behind the scenes stuff getting ready for WWDC and/or the back to school promotion.

Interestingly that site says the store is down every two weeks on average.
