So no one answered my question deeply buried in my frustrated post.

Let me make it more simple...

Who that works for Apple said all the issues out of the box with IOS 9, stated "it's due to indexing and caching" and that's why IOS 9 has issues for longer than hours and days and still runs bad?

DFU install of IOS 8.4.1 which you cannot go back to, on a mini 2 then when rebooted was smooth as butter in everything while doing this so called magic "indexing and caching" for hours or days. So how can that be the excuse for IOS 9 running so slow but it did not cause the same issues of slowness and lag in IOS 8.x?

See what I am getting at?

If it's a problem with a new version of an operating system, why was it not a problem with a complete fresh install of an older OS on a wiped device; thus this dumb/sad excuse for why IOS 9 runs like crap is getting old every time I read about "indexing".

My android phone on any version of android has been proven factual to index and cache files. Performance on the phone does not suffer from performance issues due to it... It's a background task that has low priority of system resources, so you do not notice it.

Get two of the same device, make sure one has IOS 8.x, and one has IOS 9.x, make sure they have an A8 chip or older, then see how IOS 8 is butter smooth with all core functionality and how IOS 9 is not on older hardware with less ram (after fresh install and first boot/power up). There are already a ton of videos on YouTube showing this.

Only reason IOS 9 works ok at all is because of that shiny new A9 chip and 2 gigs of ram. Of course better hardware that's faster will drain battery more when it's being heavily used. 6's models compared to the regular 6.

Anyhow if you got a new device such as mini 4 and/or the 6's models, your stuck with IOS 9 and have to wait on Apple to get it going like IOS 8 which will take months. If your the smart consumer, sticking it out with an older device and keeping IOS 8 on it is the "best" thing to do since all core functionality works as advertised.

Under IOS 9 FaceTime and messages still will not login on the mini 4, so can't use it and Game Center now, no longer works until "Apple" fixes it and latest update did not help.

Now I'm back to good ole IOS 8 on my Air 1 and Mini 2 which I am able to use and be productive with. The mini 4 was returned due to IOS 9.
 
Turns out I had downloaded the wrong ipsw, although it was labeled for iPhone 6s!

Downgrading to 9.0.1 now!
Sounds good. I did let me phone drain last night till it turned off. This is what I have today. So far better. Still think iOS 9.0.1 was better though

i have no changes on my iphone, after downloading IOS 9.0.2 i still cant access my apps on my cellular data only via wifi . please help

Do you have all your apps toggled off for data in settings>cellular? If you want to use them over cellular, they need to be toggled on.

Have you tried a full cycle discharge and charge? So drain your phone down until it auto-shuts off from low battery, then give it a uninterrupted full charge. That will recalibrate the battery meter.

I didn't have to recalibrate the battery when I went from 9 to 9.0.1 and battery was much better than now. Why should I have to do that now. The whole idea of recalibrating seems to have opinions all over the map. Some say it works, some say it doesn't. When I have tried it in the past it doesn't seem to make a difference. Forums are lighting up about battery drain on this new update so I think it is the update itself.
 
I had a screen rotation issue with 9.0. Gone with 9.0.1 and 9.0.2. Seems with my use, that it's about as smooth as 8.4.1. Not much lag at all. Notes is nice with OS X El Capitan :)

My mini 4 works fine with iMessages and FaceTime login (even did on 9.0.1). I just got iPhone 6S plus yesterday and everything working fine across all my devices and MacBook running El Capitan. Not sure what your issues are but it's definitely not representative of everyone.
 
Well if you look in the IOS 9 forum, it is a widespread glitch/bug. Not only with the mini 4 but any device on IOS 9, also 9.0.2 mentions the glitch/bug being fixed and it never got fixed.

All my iOS 8.x devices are working fine but the mini 4 did not. Tried for a week and half.

It was set up as a new device, everything reloaded and manually synced and started fresh with iCloud. FaceTime and messages kept saying error trying to login with iCloud id that works fine for everything else to include syncing and App Store.

Trust me I tried everything I could and it would not let me login and activate those apps under general settings and within the apps. Maybe Apple fixed a problem recently on their end to get it going.

I had mini 4 for about a week and a half and returned it because I hate IOS 9 and all the bugs/glitches.

They should not have released an OS with so many problems to include Game Center issues. Which once again works fine on my iPads with IOS 8.x.

It's also talked about all over on the Apple communities (support forums).

You must have got lucky with it. Maybe it's your first device with new Apple id so it did not sync it to stuff on iCloud from IOS 8. Just a guess..
 
After my 9.0.2 update I noticed a dip in my battery life but after running the battery down until shutoff my battery seems to be back to how it was before.

since installing the 9.0.2 update on my 6S yesterday, when I get in my car and the phone connects to the car bluetooth the radio is then muted and the radio display shows as if i am on a call, if i turn off the bluetooth on the phone and back on again all is fine until i turn of the ignition and then re start the car.

anyone else had this issue?
 
My battery life signifigantly worsened on my 6s so much that I could actually watch it lose percentage points. I restored back to 9.0.1 and have had no issues since.

Really? Because I am considering just getting a new phone all together. I do believe iOS 9.0.2 is the culprit.
 
This guy tested WiFi speeds from the 4s up to the 6s and found out that WiFi speeds are significantly slower with 9.0.2.

I am not sure what Apple is doing lately, but releasing "fixes" that actually worsen your user experience and speeds is really making me switch soon if such things don't stop. How can they even let something like that through QA is beyond me.

Oh, and the lag issues that have been their since iOS 9 are still there on all the devices, especially that ugly task switcher that lags on all of them. I am pretty speechless right now. I will wait for iOS 9.1 and hope for the better.

How did you go back ? I want to as well.

You have to search for the 9.0.1 ipsw file on the internet, select the correct version for your particular phone, download it (it is verified by Apple during installation), extract it (or change the type of file after the period to 'ipsw'), then choose this file from iTunes rather than have it install the latest version of iOS.

I updated my 6 because i used iLexrat to restore my 8.3, unfortunately, a boot loop occured.. Not too bad so far, waiting for the jailbreak to come, hopefully.. Need the batterylife tweak to see my battery cycles.

It is not my first device. It actually my 5th iPad and I think around my 8th iPhone. I restored iPad mini 4 from my mini 2. All other devices are fine on my account and my two kids and wife's devices except I did experience iMessage login failure with my moms iPhone 5 all of a sudden last week where it would fail and logout or appear to work for a while and then fail again and take forever to login. Since going to 9.0.2 seems to be fixed but I did have to login again with iMessage on her iPhone and iPad once after upgrading.

I guessing that the bug or problem does not appear to be a hardware issue but more likely some software oversight due to some different way apple handles iMessage etc. Could be because of better security.

Switch to an Android? Keep a little perspective here. The occasional stutter on iOS is nothing compared to the constant lag of an android after a year of use (and constant management). I think sometimes we all get a little ahead of ourselves. iOS 9.02 really is a solid mobile OS. At least with iPhones you get updates.
 
Since updating to iOS 9.02 my iPhone got signed out of iMessage and FaceTime. Also, camera and photo library access permissions for a number of apps were reset - albeit not a huge deal - anyone else run into similar issues?

Maybe Apple's evil plan is to slow down all devices with iOS 9 except the newest ones coming out this year, and then "fix" some of the lag later with iOS 9 updates, but keep the older devices, such as the 5s and below, with a little lag forever. Not much, but just enough to make you want to upgrade.

Because, let's face it, with 8.4.1 the 6, 5s, and 5 ran iOS at similar performance levels. Same goes for some of the newer iPads.

This is purely subjective, but I'm not sure what evil schemes Apple is at to make us throw even more money at them so they can increase earnings.

My 9.02 experience on my 6s is great. Smooth, great, better than great battery life. The only bugs that I've seen are the wallet issue where cards are zoomed too large, and the fact that game center keeps showing up. Neither is a big deal - wallet still worked -cards just look strange, and having to cancel game center every time I bring up a game provides me that ability to let off steam.
I think it is a great update but obviously my experience differs from many although many agree with my experience also.
 
I'm finding 9.0.2 in particular to be the best of iOS 9 thus far; it's better than any version of iOS 8, and also from what I can remember, it's on par, or dare I say better, than the last version of iOS 7. I'm using a iPhone 5s and iPad air, and I restored clean with iOS 9.0, updated to 9.0.1, restored clean again with 9.0.2.
