Ok that's kinda bad news - means we probably have an infiltrator and he's making sure we can't glean anything from other votes. I did ask the known agents to delay their votes so we could see how everyone else voted...

- Establish Confidence to Koodauw (i trust you mate, don't disappoint me!)
- Identification Verification to Moyank

if it is ferris, it doesn't necessarily mean mscriv is clean, but it would be our best guess.
if it is not ferris, it means mscriv is certainly bad, but it still could be also fenris

Id verification - yeah it would be nice to be cleared. Other alternative would be Moyank. I'm excluding Koodauw as he's under surveillance and we can't cancel the mission - so if he turned up infiltrator he'd just fail the mission - as it is he might vote success even if he is an infiltrator.
Spy could be used immediately to spy on mscriv or me as an alternative way to confirm who the infiltrator who failed mission 1 was. That wouldn't 100% clear me but would mean as I'm cleared as moyank or we keep it back for the next failed mission. Only a suggestion because if the current fails we're going to be pretty damn sure who failed it with Koodauw under surveillance and only 1 other possible infiltrator so I don't think its going to be useful to spy on the results of this mission. I think spy is only going to be useful later on if we succeed on this mission and we get a later fail to investigate.
So our options I think are:
Spy -> Twietee or QoS and immediately spy on me / mscriv to confirm mission 1 infiltrator, in which case confirm Moyanks identity. Good option since I know mscriv is guilty it would clear or incriminate moyank once and for all but leaves me in the same situation as moyank for the moment - an unknown but if i voted success mission 1 and was an infiltrator with mscriv why wouldn't mscriv have used spy to clear me. So I'm probably more cleared than moyank is at this point.
Indentity verification on me and Spy to Twietee / QoS to keep for later. Clears me but we're still unsure of moyank depending on the outcome of the current mission.

I think they can choose to play it as it say 'playing this card will reveal your role'. However it doesn't make much difference - if they choose not to play it we assume they are infiltrators anyway.
I agree with most of the above (apart from if i give IV to ferris, then spy must be used on mscriv.) If you do that and I don't immediately play it you know I'm an infiltrator. If I do immediately play it you already know mscriv is - in which case spy is better kept back in case its useful to spy on a later mission. I think the likelihood of it being useful to spy on later mission is pretty low so I'm preferring the Spy on me / mscriv and identify moyank option - means we have moyank cleared or implicated. I'm not 100% clear when you find mscriv voted failure but I'm probably more clear than moyank at that point since why wouldn't mscriv have used the spy to clear me if I was another infiltrator on mission 1?!
Whilst I'd prefer to be 100% cleared using the spy that way is probably the better option at this point.
I don't think you can save it - its an automatic at distribution time like under surveillance.
I know QoS is the intel specialist and it nice 'storyline' wise but I'd probably give the spy to Twietee due to being more active and currently around so can get the spy used quickly in the above scenario to partially clear me and incriminate mscriv.
