I suspect Apple leadership is scared to death of having their stock price drop. Hence the ads in Maps, monthly subscription services, etc. The smartphone market is mature and doesn't seem like much of a growth area any more.
Or the Maps ads move reflects a pro active strategy to recoup losses if the App Store link-out court case does not end in Apple’s favor and they cannot go back to charging a 27% commission.
 
You do realize that Apple LITERALLY does follow you everywhere, right? They can’t give you directions to “there” from “here” if they don’t know where “here” is. And, even if you manually enter both ends of the route, they can show you when you need to turn right if they don’t know where you are.

This reminds me of my friend who wanted to know why they couldn’t get maps to give them directions and I reminded them that they turned off Location Services because they didn’t want to be tracked. 🙂
Wrong. Apple doesn’t need to know where you are, only your phone does. The phone has GPS and access to the web- and that’s all it takes.

And now it’ll be the bakery who paid most/had better reviews, I assume.

We will need to actually see how it works. Say, if we have 10 bakeries in the area and 5 of them pay for the ads, they may go to the top of the list and still be ordered by the reviews and/or distance.
 
Google Maps is a far superior mapping system and it also has ads. No reason to stick with Apple Maps, especially since Google Maps got updated with immersive navigation so Apple doesn’t even look better anymore.
I don't agree with that. Apple maps has a much cleaner interface when driving and plays nicely with Carplay even allowing turns in the HUD on a lot of cars.
They all do crazy things sometimes not just apple
