Sadly, I wouldn't read too much into this.
I ordered a couple of pairs of the new AirPods, which should be arriving tomorrow. I can already see the serial numbers of them by printing the invoice for the order, and decoding the manufacture date from them, one of them was manufactured in
October 2018, which was likely AirPower's expected ship date. (The second pair show as manufactured in November.)
Back in October, AirPower was likely still relatively on track, and so was mentioned in the iPhone XS paperwork, and illustrated on the back of the new AirPods packaging.

Further, this would explain the pre-Christmas supply constraints of AirPods so long after the product was launched - Apple probably was fully gearing up to manufacture the second gen and then had to switch back to manufacturing the first gen at short notice.
As Gurman has said, I would take the fact that the AirPods have shipped without AirPower as a sign that AirPower won't arrive until WWDC at least.
