Apple never did commit to a yearly iPhone release. Let’s look at the history.

There are years where Apple has gone over a year, under a year, introduced midyear cycles, etc., etc., etc. There’s absolutely nothing holding them to that third week in September iPhone launch. They have launched them in the fourth week of September, they’ve launched them in late October, early November, so it makes complete sense that it’s delayed by a couple weeks.
And for all of you saying that Samsung releases their phone on time, they don’t have an “on time” either. The galaxy S series launch is a completely different time every year. Sometimes it’s early February, late February, one year it wasn’t announced till April.
