After trying ALL NIGHT at Apple.com, I drove to Best Buy at 10:15am and was in and out in 10 minutes. Here are the details I gleaned:
1) They do NOT check for eligibility. You do give them your phone number, but I gathered that was just to call you for the preorder.
2) They do NOT know how much stock they will be receiving on the 24th. They didn't know whether they would get the white model or not, nor did they know how many black they would get.
3) They DID set up an appointment for me to pick it up. I was given the earlier time available (10am) but he said they would call me if the store opens early (which is a possibility, he said, IF they work that out with AT&T).
4) They DO make you put $50 down in the form of a gift card. However, you ARE able to cancel the preorder at any time if you so desire and get your money back on the gift card.
So really, you have NOTHING to lose by preordering with Best Buy. You can continue to try preordering through Apple for added security since BB doesn't know stock levels yet. And if you ARE able to get a preorder to go through, you can then cancel the BB preorder. I'm just going to stick with BB and take my chances, since I'm one of the first at my store and have an early appointment.
I thought about going ahead and preordering the white, but I think it's pretty clear there probably won't be any on launch day, so I went with 32GB black instead.
