No the agreement does not say that.
Conditions of use[edit]
The DTK was made available strictly to developers on a loan, not purchase basis, at a cost of US$500.

Universal App Quick Start Program. Several conditions of use are attached, including restrictions against disassembling the computer, running unauthorized benchmark tests, or using it for work other than transition-related software development.

Controversy[edit]
The DTK was supposed to be loaned out on an one year lease ending in July 2021. However, the DTKs were rendered unusable in October 2020
[10], only four months into the lease period. In February 2021, Apple emailed lessors of the DTK regarding returning the DTK, five months ahead of when the lease ended. As a result, there was outcry over the substandard amount of money paid to lessor of the DTK for essentially a breached contract[

Wikipedia is no authority on anything, but google it and you will see it is so. This isn't a figment of people's imaginations, its a loaner device.
Really the
leased device was only usable 4 months out of the 12, so they should get 2/3 of their $500 back (again, imo). But won't happen.
