Let's see. The US discovered 2 Iraqi refugees in KY had built roadside bombs; as a result the Obama administration set in place stricter vetting requirements for Special Immigrant Visas given to those who helped US forces, revetted all Iraqi refugees in the US, and applied the rules to new applicants. This slowed the visa process way down, but it did not prevent green card holders or US citizens with dual citizenship from entering the US, nor did it ban entry from those whose visas were approved.

So, unlike Trumps order that left out countries whose citizens have committed terrorist acts but where Trump has business interests, Obama actually acted on a potential threat to be sure no one else slipped through the cracks.

Refusing a Visa application is a bit different than closing borders from dual citizens... that is, Europeans who happened to be born in one of the banned countries. EU-citizens don't even need a Visa to enter the USA. Also mr. Trump voided Visas and Green cards already granted to people. Now that's a fraud that show to the rest of the world that USA is unstable country that is better to avoid, business or tourist purposes.
