Backup, restore, updates, etc. for iOS devices are now built right into the Finder. It works pretty well actually.Please don't hold your breath waiting for this functionality. Apple is slowly separating the iPhone from iTunes, so before long you will no longer be able to backup/manage iPhone locally and will be forced to use iCloud. I've already started the transition, and its not so bad.

That really depends. Not everyone has good connectivity everywhere they go, and even when they do, you might not wan to download a 100GB file from iCloud when you need it.

While an entry level 11" at 128 GB would be perfect for me, I would consider a 256 GB model too.Honestly, I don't think Apple will do that...I think it more likely that they will continue 64GB, 256GB, 512GB, 1TB and reserve the 6GB of DRAM for the 1TB only. Or put in 6GB of DRAM across the board but leave the same storage points. Remember when Apple introduced the very first iPad Pro in 2015 with only 32GB of storage for $799? Expect at least one more Gen of the iPP with 64GB starting storage.
I'm tempted by the cost reduction, although if the the 2020 iPad Pro ends up with the identical three camera system of the iPhone 11 Pro, that would be my next purchase.

However, a pre-Xmas update after 12 months would be good for sales, esp. in the era of iPadOS 13 and Photoshop for iPad. You'd better hope Apple and 3rd party applications will make better use of external storage.I've tried to make this argument with the Intel SSDs before and got attacked by people for using a cheap SSD for comparison, so I went high-end. Still insane. Samsung has a 4TB SATA SSD for $500.
I'll probably buy the lowest-end model next time and use external storage. I'm so done paying Apple Tax on storage upgrades.
No, the explanation is they can market the lower price point, and then up sell you to the 256. Hardly anyone buys the 64.
That's not really the answer, because it doesn't address how iCloud fits in. iCloud enables a lot of offloading. It isn't necessary to keep your entire file history on your device anymore, so people don't. You can keep what you're currently working on, which even for the things you describe are not going to eat up more than a few GB at a time.
The same person can be equally successful with a 256 GB iPad as a 1 TB iPad.
So OP's question remains of what is the actual use case for a 1 TB iPad.
Feel free to let us know when you have designed and developed your own tablet and plan on releasing it to the public, we'd love to know how much its going to cost to purchase at launch. We'll be waiting...most of us have the time, some don't...be mindful.

While this new external storage feature in iPadOS is very welcome, it's currently still a PITA. You can't treat it like internal storage yet, and some applications don't even recognize it. That will change, but if you need the storage soon to actually use it seamlessly on your iPad, I'd suggest you buy it as internal storage.
In my case all I need is 128 GB, so it's not as critical for me. I can even function fine with 64 GB with my current usage, but it's cramped.
