The article implies there is a clear difference between debit transactions (to which you're referring, I believe), which are usually fee-free and credit transactions, which usually carry an interest rate plus a transaction fee. They say credit transactions will carry a 3% transaction fee, but credit transactions can be either "charge" or "cash-advance". Cash-advance typically carries a higher interest rate for the borrower, so at least for this issue, it matters how the credit transaction is classified.It’s probably the same as getting cash in a checkout line when you pay for stuff at a store. The bank or card issuer doesn’t know you’re getting cash, they just see the amount that the store “charges”.

What is the definition of a credit card? I have a CC that says Visa that I can use as either a debit or credit. It accesses a checking account and it doesn't actually charge anything, I have to have the money in the account.
