When Siri was introduced, it had the option to be activated by placing the phone onto your ear. That was removed when they introduced Hey Siri! (Which was more limited at the time, since prior to the 6s you had to be plugged in for it to work). They also got rid of the quick reply function for Facebook and Twitter when iOS 7 rolled out.It never made sense to me that Apple would offer this functionality and then take it away. If they didn't want people using the pencil for UI navigation they just wouldn't have offered it in the first place.

Apple has confirmed that the features that have been removed in iOS 9.3 will be returning in the next beta, and that they have been temporarily pulled as the company works on improvements.Since the first iOS 9.3 beta, the Apple Pencil has not been able to be used for tasks like selecting text, scrolling, swiping between apps, accessing menus, and general editing functions in non-drawing apps. These are all features that are available in iOS 9.2, and their absence from four betas in a row led customers to think the removal was both permanent and intentional.
The inability to use the Apple Pencil for navigating has been frustrating for iPad Pro owners, and many of our own MacRumors readers said they would not upgrade to the new operating system if it meant being unable to use the iPad Pro outside of drawing apps.

If it weren't for these people, Apple would not be restoring the functionality.Lots of babies crying like crazy in the forums yesterday when it was reported (incorrectly) that it wouldn't return. Smart folks knew it would return but that didn't stop plenty from cursing Apple and going on and on about how "STEVE JOBS WOULDN'T HAVE DONE THIS!"

Seems like it's down to interpretation given that even with that part present in the article many (probably even most) people that read the article and others like it simply took it all as saying that given the (supposed) intentional nature of the change the feature is gone and that's that.Actually, it didn't report that it wouldn't return, only that the removal was intentional. In fact, the end of the article says: "Apple still has time to re-add the Apple Pencil features back into the operating system ahead of that date."
Oh, please. Serenity Caldwell's article on the question was well thought out. Plenty of rational discussion. No cursing. No mention of SJ. The only exaggeration I have seen about the issue is yours. Pot. Kettle. Black.
You had absolutely no idea whether it would return or not. They didn't mention it in any of the developer build release notes. Which quite frankly it should have been mentioned. They always report what is known to be non-functional in the release notes.
I personally believe this was a test to see how the market would adapt to the change and they saw the reception was poor among testers. Otherwise there would be no harm in stating. (Pencil may not work for navigation in this build of iOS.)
A developer building for iPad Pro might want to know what functionality is and is not functional to test their apps against a build. And don't even start with "they should wait till its final" because that's a total load of bs. The Dev timelines are so short if you want to stay with the market you must test on beta software. And re-test on final.
Bottom line. It is good that Apple commented on this. At least to end speculation. One way or another.
