I suspect the version should be 17.6.2 and they got it wrong.
This isn't the first time this happened.
macos 13.6.7 build 22G720 was released on May 13 after 5 RCs
But then RC 6 build 22G807 was released on June 17 and RC 7 build 22G810 on July 1 - yet they retained the version number 13.6.7
They should have been version 13.6.8
Eventually they released 3 more rcs, this time version 13.6.8 before finally releasing it on july 29.
But for the ios this time there are no rcs and so they didn't have the opportunity to correct the error.
The result is that there are many people stuck with the old build of 17.6.1. They might not be as savvy as those here on macrumors and not know about updating via computer and ipsw files and when the ota update doesn't show up on their iphone they just give up and wait till next update.
In ventura's case far fewer people are testing the ventura rcs than the new sequoia betas, and so the urgency of fixing it may not have been a priority.
Yet far more people will be affected this time with the mis-named ios update, and so i suspect this time a fix may get higher priority.
We may soon see a 17.6.2 update to replace this one, perhaps with build 21G102 or higher, just to fix the version number so that everyone can see the update.
