No it doesn't. It just means that the new iPad needed an update.
Call me crazy, but I think that iOS 11.3 will be released on Friday, with a website update that introduces AirPower, AirPods wireless case, and a gold iPhone X. The reason I say this is because there is code in the iOS 11.3 betas that suggest AirPower support coming with it, and why would there be support for it if you can't buy it?
Surely this is because the new iPad comes with 11.3 and therefore 11.3 is needed for anyone that needs a restore?
Why?, think im going to ditch iOS

under cooked, software release cycles are a mess
Friday is a holiday. Good Friday.
They introduced it half a year ago and you still can’t buy it.
iOS 11 is a messIt's been 41 minutes and you're already ready to jump the ship. Can't wait to see your reaction when your shiny Android device does not get the new updates for 8 to 10 months.
No. Airplay 2 has been gone from the 11.3 betas for several revisions now.So... does this new iPad-only version of iOS 11.3 have AirPlay2?
I am outraged?
Well I’m disappointed

I am not seeing an OTA update on my iPad. Anyone have any luck?
