Not sure, as I get it from both ipsw for new ipad
 
If Apple Watch Hermes and Nike versions get their own watch faces, I guess it makes sense 11.3 is only for the new iPad. If you want it, you buy it :D
 
No, I am not “assuming” that, didn’t even make mention to any build, I certainly don’t doubt its a newer build, but, instead of a staggered release, just give it to all of us.

I am guessing there are no new feature in what was released, but changes needed for the new hardware, which you don't need, so no reason to give it to everyone.

15E218 for iPad 7,6 and 15E216 for the iPad 7,5 I am assuming the current beta 6 will be the final with the letter dropped off.

Is it just me, or does 11.3 have more useful features in it than 11.0 did?
iOS 11.3 does have more features in it than 11.0. Remember when Apple was teasing some of such features at WWDC?

Yep. iOS 4.0 was released momentarily for just iPhone. Also I think iPhone 7 had their own update (to fix a bug) that never released to other devices.
 
Hardly rocket science. Why release the iPad without 11.3, only to have to download and update it a few days later?
In the case that these new iPads need to be restored. They’re coming with 11.3 preinstalled so more likely there was no ‘current’ version of iOS that this model could use.
Just shows the level of stupidity going on in Apple campus

Can somebody explain to me why this is the 6th Generation iPad and the previous was a 5th Generation? I am genuinely confused. I know Apple's naming of the iPad has been the worst of all its products, but this is how i see it, where have i gone wrong?

First iPad = 1st Gen
iPad 2 = 2nd Gen
New iPad = 3rd Gen
iPad = 4th Gen (First one with lightning connector)
iPad Air = 5th Gen
iPad Air 2 = 6th Gen
iPad = 7th Gen
iPad = 8th Gen (New one announced this week).
