That issue does appear to not affect everyone. I am one of those that can't seem to reproduce this issue. When the scrolling slows down is just as smooth. Can someone post a video showing this issue.I noticed this too. I compared my 13 Pro with my wife's Note 20 Ultra since they both share the same display. Note 20 Ultra didn't suffer from this issue when displaying the same image. It seems Apple's programming on refresh rate winding down is too aggressive.
So I have been talking to Apple engineers for a week about phone not showing correct storage - still not fixed.I'm not. I wouldn't expect it for another, oh, 2-4 weeks. These are focused bugfixes knocking down particular problems that they feel are urgent enough to warrant handling ahead of 15.1 (that doesn't mean that the ones in 15.0.1 and 15.0.2 are the only such - there may be more to come). 15.1 will address a large variety of problems, and will require a lot more testing before it's released.
What’s “embarrassing”? That they release regular hot fixes after a major release? I literally do not understand what you mean.So embarassing.

No real excuse for it especially since it's not like there are a ton of new features over iOS 14...many of the changes feel like they happened just for the sake of it.So how's that new software development process working out?

Just updated to 15.0.2 on 10.5 pro and all went fine.I have updated a 9.7 iPad Pro to 1.01 as well as a brand new iPad 6 Mini and an SE2 Phone and a 12 Pro Max. All seemed to work great. The iPad Pro 9.7 is updating to 15.02 right now and seems to be working.
Sadly have been unable to download 15.01 on the 10.5 iPad Pro. Seems to be a thing as it is reported all over the Internets including Apple Support, just can't get it to download on the 10.5
