Haven't had any battery issues. Was at 82% on my iPhone 13 Max Pro the other night even after fairly heavy use throughout the day.

My Apple TV and iOS devices have been somewhat chatty on the network since 15.4 when not being used. Here's a graph of what it looks like. It would make sense that this chattiness, on a portable device, would waste battery, so maybe this update will stop that chattiness and that's the battery drain they're talking about.

Hi! This is the first iOS-update being able to download with mobile data with LTE/4G in Sweden. I know there was talk about this during iOS 15.4 beta (not be limited to Wi-Fi-network when downloading iOS-updates..) but have not been able to find any confirmation that this is released. Either way it might be limited to different countries but I have tested on two different carries with two different Apple iPhone devices (Carrier Tele2 and Telia with iPhone 13 and iPhone 12 mini) and both show this option. The option says something like: "Downloading iOS-updates using mobile data might bring extra charges" press yes to continue or cancel etc..
It makes a lot of sense to allow people to install OS updates over cellular.

There are an increasing proportion of people who don't have any sort of home Internet, and rely entirely on their phone's cellular connection. They may not have access to WiFi often enough to update their devices and stay secure. Allowing updates over cellular is useful for such people.

There's no reason to disallow it as long as the OS is clear about the size of the update and that will use your data plan.

IOS 15.4.1 installing on an iPhone 13 Pro Max. Not seeing anything for my iPad Pro (1st Gen).
 
And by updating to this version, will I still receive the next beta? Or do I lose beta privilege by updating?
You can't install it without deleting the beta profile first and once you do that you will not receive betas unless you reinstall it. Just wait for the next beta, this does not seem to be that big of a deal. My battery is better than ever.

Yes I (we all) know.. and my thought is that this is a great thing ofc.. :) I work in a goverment where Wi-Fi-networks is strictly not allowed. We have been relying on 4G mobile broadband-routers (that does not have access to our internal network) for employees to update their phones and then stay secure.. and lets say it's been a struggle... so this will make our update pace significally faster for our iPhones.
 
I wish 15.4.1 could fix the broken PhotoStream... not Apple didn't mention it.
I'm curious why you're still using this feature? It's been deprecated, and iCloud Photos is superior in pretty much every way.

I remember Photostream being crap even when it came out, then Apple finally did iCloud Photos which "made it right".
 
I was having more heating problems than the battery on the iPhone X with 15.4. This problem existed in 15.3.1, it continued with 15.4. I updated to 15.4.1 and hopefully, the overheating issue will be fixed. I don't know if I'm using a heater or a phone.

Awesome! My battery drain resolved itself eventually after a few days of restoring and tweaking settings.

So glad it’s a known issue and it’s fixed.
 
Hoping this fixes my iPad Pro battery, I easily lost 2h SoT with 15.4 and I was starting to wonder if it was just my perception or actual loss.

It's not a beta and the patch wasn't pushed through the beta program. The version of 15.4 you have now was pushed through the beta program even though it was a final release. This is why we got it a few days earlier than the public. It's been a while since the last beta, so that has to be any day now and it will include this 15.4.1 code. Usually, something like this 15.4.1 would have been in a beta of ours weeks before the release. This is just an anomaly.
