After a fail I would reboot your phone to start the process again.

Still fails every time. Being patient is dumb.

Yes, I'm running iOS 6.1.4 now, after I did a complete restore to downgrade. In the beginging when I went to check fro software updates, it kept telling me that it couldn't check for updates, so I almost got a panic attack, thinking that my phone would have to stay on 6.1.4, but after I just kept trying, it finally got through. Downloading iOS 7 now!

That's weird! iTunes is saying 6.1.4 is up to date but OTA is recognizing the iOS 7. Hmm..

I can't update to iTunes 11.1, no download for it anywhere. Ios 7 isn't showing up anywhere for me either.
