Here are the links for iOS 8 for the iPhone 6 and 6 Plus. It looks like it might only be affecting those devices? I'm going to attempt a restore/downgrade via iTunes.

This "cellular mistake" has unearthed a strange thing.

You can't add a Touch ID fingerprint unless you have cellular. Why is that ?

Does your fingerprint depend on cellular ?

I can't believe Apple released this update. Unbelieveable.

iPhone 6 64 GB, A1586, no cellular service / no touch id. When you try to add a new fingerprint in touch id it just tells me that it failed.

Does anyone know what will happen if I go back to iOS 8.0 GM and use an iCloud backup created on iOS 8.0.1? Would this work or give me an error?
