iOS 8.1.2, carrying a build number of 12B440, was not seeded to developers before being released to the public.
If you're updating through iTunes, you get the full OS download, every time. Updating on an iPad mini, it's under 20MB.
Don't take this the wrong way, but don't believe everything you read.
