I got a new iPhone 5S today, which was replaced under warranty. It came with 8.1.3. Should I update to 8.3 first, and then restore from back-up? Or should I restore from back-up first, and then update to 8.3?

Apple also explains is that some carrier settings updates aren't optional. When a settings update is compulsory, you will only see a message indicating that the update has been downloaded: you then tap 'Ok,' rather than choosing whether to update or not.
 
Are there any problems with Wi-Fi or cellular data with this update especially for the iPhone 4s?
 
I was prompted on AT&T as well.

Total guess..... Maybe it has something to do with how the phone communicates to apple watch? Maybe helping in some sort of way? Transferring info to the watch? I know it uses bluetooth,but who knows. Again,I know nothing.... Just a shot in the dark

Agreed (for iPad at least). They should do what they do on OS X for folders. The preview can show 9 icons but when you open it in iPad it should expand to include more (and same for iPhone 6 Plus when in landscape).

Maybe iOS 9.

This update totally fixed my iPad 3. Everything is much more responsive. Especially Safari is a lot snappier. Not kidding, it's true.
 
So, in Xcode 6.4, will we be able to use the different skin tone Emojis in variable names in Swift? :p

Interesting idea! Since these should be part of Unicode, you should be able to do this.

Happy to hear it. I just upgraded to iOS 8 on mine a week ago and was dismayed at how unresponsive everything was. I was even looking to Craigslist mine. Maybe 8.3 will give it a new lease on life.

usually i do get the carrier update (AT&T)...this time I didn't..

how do we check?

Me (and a few others) are having issues with iCloud Photo Library. It was bad when it was in beta, but it's like Apple didn't do anything but remove the beta label.
 
One of smaller but most notable UI changes includes an update to the space bar, which has been elongated to prevent users from hitting the period key in Safari when attempting to make a space.

Oh thank GOD. I'm more excited about this than anything else.
 
Not sure if this has already been mentioned, but 8.3 has enabled Wifi calling on British EE contract customers with iPhone 6s. Finally!
