I didn't ask how to restore to 9.2.1, but how to restore BACKUP from today so it's mean from 9.3 beta!
 
I just hope this fixes my issue where automatic app updating doesn't work now unless I plug in my phone to charge it.

I think you were able to edit the plist and replace the current version where it would say <9.3> to <9.2.1>
I Remember I did that back in ios 7 when I downgraded and the backup worked.

There was a post back then explaining how to do it. You can probably search it.
 
I was hoping this update would make zooming into photos smooth again, like it used to be. I guess the computational power now needed to double tap on a photo to zoom in smoothly exceeds what a 5S can muster. Sad face.

This is actually a very important release for enterprises. iOS 9.2 inadvertently broke compatibility with certain secure enterprise apps, which this update fixes.
This is probably the only reason for this update. Not to downplay the importance of consumers, but typically they can, and do, wait for more substantial updates.
 
is Apple News coming to everyone with 9.3 or still just and the couple other countries.

You would have to locate a 9.2 or before backup. You can't use a 9.3 one. To get back to 9.2 and then update to 9.2.1, put your phone in DFU mode and run a restore in iTunes. Then you can use a 9.2 or earlier iCloud backup to restore your settings.

I know that I'm going to sound like a super damn bitch but if you don't know the answer to that question you shouldn't be using the betas

There are folks that will claim you can hack a 9.3 iTunes backup to think it's from an earlier ios version but reports are that it's not 100% effective. Many folks have said that it straight up doesn't work.

And that is only for iTunes backups not iCloud as the OP asked about. No way I ever hear of to use an iCloud backup. One thing that has worked in the past was to "update" using the old ipsw file not restore and it seems to work. Then no backup is needed as your data remained. I have personally done that in iOS 8 days and it worked. Not sure if iOS 9 will allow it though.

She ain't wrong though. If you really don't know what you're doing, running betas shouldn't be your thing. Hopping from version to version of software running your primary device wouldn't be my recommended SOP.

You can revert back off of a beta to the current official release version of iOS without needing the use of a backup.

Download the 9.2.1 ipsw file. Hold down option and click update in iTunes, select the 9.2.1 ipsw file. It will install 9.2.1 over your 9.3 install and not touch any data and not require to restore from a backup. It acts exactly the same way as if updated to a newer iOS version (an example being updating from 9.2 to 9.2.1)

Trying to do it any other way will not work. A backup from a newer version will not work on an older version.
 
Both my iphone 6s plus and ipad air 2 feels faster after installing ios 9.2.1 on my 6s plus 3D touch is so smooth and in multitasking windows seems alot better than the ios 9.2 ...

This is what I did, the only thing I had to do was setup my apple watch and my car seems it didn't save bluetooth. It also didn't save passwords so I have to re-enter them. It did restore all my apps though. In other words it works for the most part. I will probably do a clean restore if a JB comes out.

I've done this a few times in the past, most recently to switch between the 9.0 betas and whatever the latest 8.x release was when some of the early bugs got too much to bear and it all seemed to work ok for me then so I don't see any reason why it shouldn't still work.

Essentially you would need to download the full 9.2.1 IPSW and then in iTunes select your phone and Option-click on Check for Update and select the downloaded 9.2.1 IPSW to "update" the phone from 9.3 to 9.2.1... this should retain all your installed apps and media, etc just like a standard update would.
