It didn't take long over wifi my 6s finished in a matter of minutes

Yeah... This is one of those that the reboot is the longest part of the process. It's just annoying to be forced onto wifi for such a small download. I'd even go up to 250 before I may start looking for wifi.
 
The reason for Apple imposing that limit might have more to do with reliability of connection, rather than size.
It really doesn't matter as the update is digitally signed and verified. Also data corruption is extremely rare even with crappy connection... otherwise your shared photos would be full of artifacts.
Of course I wasn't speaking of data corruption, given the retransmit-until-correct nature of TCP, much less the cryptographic checksumming of the update. Rather, I was talking of the likelihood of the connection continuing to be there, full-strength, from one moment to the next, during a lengthy multi-step process. For much the same reason that Apple requires the Apple Watch to be docked during updates. They're trying to remove variables from the update process. We tend to care about one device, or a handful of devices, getting properly updated; Apple is concerned with tens of millions of devices making it safely through the update process (in part because most every one that fails results in support costs for them).
 
According to Forbes website, the editor stated that Apple admitted 9.2.1 was a no go for battery life error. What say you guys?

What exactly is "no go" given that the update has been publicly released? What particular battery life error? Where does this information appear (some particular article)?

I had to come back on and post that since downloading this a couple days ago my battery life on my iPhone 6s was already great but now it's even better. I thought I was imagining it but it seems to be lasting at least 45 mins to an hour longer.

since the 9.2.1 Update my dictation function (text speech) does not work any more.
Neither while composing a text nor while using Siri.

Any idea how to work around this?

For me, toggling Siri off, waiting a few seconds, then toggling Siri back on always "fixes" this - hasn't failed me yet...
 
Thanks, I tried this 3 times and also changed the language, but this didn´t help unfortunately.
Any other fix suggestions?

Also tried to dictate in a text while Siri is turned off, but also without success. No words are recognized. The wave "osci graph" also fluctuates, even when there is no noise or my voice talking.

Does Siri work and respond otherwise?

There are multiple microphones that are in use, and given that Siri doesn't react to anything it seems like there's something more than just something with dictation. I'd perhaps try to reset some settings if not all settings to see if that might make any difference. If that doesn't do it, aside from it all being related to hardware in some way, it might be worth trying to restore the phone to see if it makes any difference.
 
Ok, thanks. I tried to avoid this last "hard" possibility to do an reset. But iTunes Backup makes it less uncomfortable.

Is there a way to restore it to a naked, brand new 9.2.1? Or will it restored to that O.S. which was delivered on my iPhone 6 October 2014?

You essentially can only restore to the latest released version (which is basically 9.2.1 currently).

Try resetting your network settings, which will also reboot your phone. Also, keep in mind that you're handset is talking to Apple's servers - if there's issues there, then Siri won't "work". I've noticed issues with Siri being less responsive than usual over the past few days, but I'm in a fringe area of cell coverage and the network latency is high. I've reset my two ATTWS iP6S handsets and have a better connection with both, and had to do the same with my VZW iP6S+ as I'm USCC territory with no native VZW coverage. Resetting the network settings helped both devices talk to the respective networks...
