Does anybody know if AT&T NumberSync works while abroad?

I would love to be abroad with my iPhone turned off and still be able to make and receive calls using my U.S. number on my Mac. In theory, they shouldn't charge roaming since the call truly is VoIP since my Mac can't even ping a carrier's tower. I have a feeling that they either will charge roaming or NumberSync will only work when the Mac is in the U.S. or Puerto Rico per Location Services. I should've read the terms more closely.

One more thing—3D Touch seems improved. Using the keyboard selection capability is a breeze now. A true technology joy! What a pleasure to use. And if I'm not mistaken, I think activating multitasking might be a little easier now. In short, 3D Touch is snappier!
Can now 'pop' in multitasking, or was that there before?
 
Are these happening in 9.2? If so, did you reduce transparency?
Yes, this is 9.2.

I did reduce transparancy, doesn't help. Even if it would help, it's not acceptable because it makes iOS 9 ugly and it worked fine with iOS 8.4.1.

Apple should make iOS better, not worse.

That's what I was afraid of. The fine print at the bottom of the NumberSync page on AT&T's site talks about international long distance calls but says nothing about roaming, oddly enough:

*NumberSync: Requires compatible devices. Your smartphone must be on an AT&T postpaid wireless account and set up for HD Voice. Visit att.com/hdvoice for information. Beta 4 is the same build as the public. And it's been weeks since beta 4 was released.
Yep, 20 days later we get the same build. Because they waited for no reason.
They waited to make sure there were no release blocking issues, as is fairly typical in the world of software engineering. (Factoring in a holiday week in there as well on top of it all and perhaps even not releasing iOS last week simply to do it together with OS X which wasn't ready until this week.)

Here in the UK, the carrier update for Three now has a data only option in the Enable 4G selector. Still no native WiFi calling though :(
 
Very boring update, but I would be satisfied if the bugs are fixed and performance improved, since this seems too much to ask from Apple for the past several years.

However, I do like this: "- iBooks now supports listening to an audiobook while you browse your library, read other books, or explore the iBooks Store." Stupid that it didn't work this way in the first place though.

In the sense that they haven't done that much before, seems to be, but in the sense of a beta build being deemed as being fine to be the GM (which rarely exist for x.y updates) and thus the final release, not that unusual as far as general software release processes go.
