Don't think I'll bother getting the update for my touch. None of the new features seem worthwhile to me, I'll spend the £5.99 on apps instead!

Tons of awesome apps and/or updates to those apps will require 3.0 really soon.

Apple loved it when intended developers downloaded it last week, after all they were not going to charge for it einstein.
Apple was probably watching what people had to say about it etc on MacRumors

I'd still like to know what Apple meant by if you download the GM version that came out last week, it would lock your phone in test mode. Is that the same as debug mode, therefore slowing down the phone overall? Does the version that came out today remove that test mode lockdown, even though they are the same build?

That warning applied to the pre-release beta versions. The GM is the same as the version released today. Restoring your iPhone from beta to GM removed the DEV UDID restriction.
