Hold down Shift instantly after logging into her account, if that solves the problem go into Users and Groups Preference pane, locate Login Items, one of them might cause problems.
Remove all of them, log out and in again without holding Shift key, problem solved, if so one of your login Items is causing it.
Add login item one by one, each time log out and in again until it gets slow, this way you know which one is causing the slowliness.
See if there is an update.

Delta = updates since last release.
Combo = updates since last major release.
For a clean install, get the OS X installer from MAS (not from updates but actual app).

DUDE!! I have been getting that problem! I'm glad i'm not the only here with the issue. I thought i was going crazy.
I click a folder..and click back arrow..it goes back up..from the top first folder. The position should remained the same after you click back arrow.This issue is not easy to describe, for example "Mail won't open", so searching for help has been difficult since everyone describes it differently. Some Apple support told me that this has how all OS systems have behaved in the past, which is not true. Some people did not notice it but once I pointed it out, became frustrated because, once you notice it, it is a glaring annoying issue.
I click on thousands of folders and files daily so El Capitan has been close to unusable up until today since I was in a position of not being able to downgrade.

If you mean how they did not remember their last state when you have scrolled down, then yes that appears to be fixed. Thank goodness. Was driving me nuts.

Damn you update. Half way through update machine rebooted.
Then shut down. I booted, it shut down. I booted it in safe mode. It **** down. Booted with option and now restoring from time machine.![]()
No laggy UI for me and the green button is awesome (and I'm in software development)
