it won't install on iPhone 13 Pro or iPad 9th gen because "its not connected to the internet" which it is. its connected to wifi and cellular. however installed flawlessly on Mac.

Not very rapid if they take just as a long as a regular software update... lol
Rapid in the sense that they don't have to wait for a major release or have to do all of the much intense testing as a full ios release. The are targeting a small portion of iOS, where there isn't as much red tape to get things push out immediately instead of waiting to the next major release.
 
I got a notification three hours ago on my iPad, and it downloaded and installed automatically. I manually updated my iPad mini right after with no problems. Just updated my Studio and it was fast. I'm getting the unable to verify on my phone right now. I just clicked remind me later.

Wow, it was so rapid that it was a response to something they can't even say yet. That's why it won't verify/install, it is trying to connect to the internet in the future. Apple is clairvoyant.View attachment 2196136
You actually can't. Apple stopped signing 16.4 on April 14th when 16.4.1 released.

I feel like while I agree that the fact that the update is failing on iOS is ridiculous (and somewhat hilarious) - people definitely underestimate what it takes to run a large distributed service.

This is the first time Apple released an update like this. This is when they learn the hard lessons. It is how servicing works. It is not an indication of impeding doom - this could totally be a dependency issue too (as opposed to something that Apple did) as rapid updates were simply not released before like this.

All I am saying is - yes, this sucks but - no, this does not prove that Apple lost it.
