No, my friend refuses to update, not the phone. They dislike the change to the Control Center in iOS 11 and don't want to deal with the bugs of iOS 13.
I held off on updating until 13.2 and I too haven't noticed any significant issues yet.
Frankly 13.2 feels more stable and performant than 12.4.1 to me, on my iPhone X and iPad Pro (2nd gen).
The latter I did a clean install on though, the former I updated OTA.
Non of this is actually correct...it's not the iPhone 5c or 5s that are affected...I have an iPhone 5c and it runs faultlessly on iOS 10.3.3.
However iPhone 5 and below are what the issue affects as per Apples help and support section.
