Apple needs to just ignore the US Government and implement their plan to use on device keys to encrypt all data leaving the phone just as the phone is encrypted.

Apple is one of the most profitable companies on the planet, they can afford to create their own cloud storage system if they really wanted to. Magically have data servers and centers appear? It takes time to build centers. If Google or other companies have them already, why not use those temporarily or instead?
I don't have links but I could have sworn there were articles here on Macrumors years ago about Apple using AWS/Azure/Google for some storage but they were going to be building more/using their own cloud services eventually. What superior tech does Apple have that makes them immune to the bad actors you named? Google as a company is garbage, but I doubt their servers are more vulnerable than Apple's.And a disaster waiting to happen.
If anyone - NSA, CIA, China, Russia, NK, companies, private individuals at Google etc - are archiving these images if (or is it not a question of if, only when?) Apple's keys are ever compromised, everything that was stored there will be compromised.
