Oh man, I sure hope not! Besides the Mail app being a hot dumpster fire right now, my iMessages are not syncing across the way they did in iOS 12 (not having to open the app and THEN it updates), Safari is not syncing across my browsing history like it did in iOS 12 (between my iPhone XS Max & iPad Pro 2018 both on iOS13).. I've had two resprings since the update finished, and that's only been like 20+ minutes lolol
Did you go back and take a look in your iCloud settings? I did that last night, only to find that Messages were turned off for syncing. And I just checked again to make sure they're on.

You beat me to it, but I'm glad I'm not the only one experiencing that as well. Not sure what your specific issue is or what device you're experiencing it on, but on my XS Max I'll get notifications of new emails with an updated badge count on the app icon, but launching the Mail app doesn't show the new messages. I have to back out into the mailbox picker and then in to the mailbox that has the new emails.
 
I know this is about dev beta 8, but has anyone seen a new public beta today? I'm not seeing anything on my X even after re-booting. Mail is the most problematic app for me. It was OK after I installed the beta last weekend, but has gotten progressively worse, not syncing with my Exchange account unless I kill and restart the app.
 
Anyone else getting the verification issue. Download twice now and say's you are no longer connected to the internet to do the update. Getting annyoing
 
Has anyone else have Siri/Carplay issues? Siri works fine but when I am on Carplay it just sits there thinking and saying it does not have a connection. Have had that issue since Beta 1. Hard reset usually fixes it for a couple of hours but then it comes back
 
Did you go back and take a look in your iCloud settings? I did that last night, only to find that Messages were turned off for syncing. And I just checked again to make sure they're on.


My iCloud settings were all set right and a reboot didn’t fix it. I was able to correct the “No Sender / No Subject” issue by removing all of my Mail accounts and also turning off my iCloud mail, then deleted the Mail app, rebooted, reinstalled the Mail app, and added back each account manually. What I had initially tried on the prior beta was just deleting the Mail app, rebooting, and then installed it again from the App Store, and then went back into settings and enabled all of my Mail accounts again. Removing them and adding them all back manually was my fix. Updated my files bug, too, letting them know.

I’m still not seeing any options to move an email to a folder from within the email. The only way I can move an email to a folder is by swiping and choosing Move from the list of emails in the Inbox. Also still missing the “Delete All” option in Trash after selecting Edit. I’m having to hit Edit, then Select All, and THEN delete. And even then it doesn’t always delete all of said emails. And this is after adding my accounts back just now.

For those wondering what the mail issue is, or not having it all, this is what is doing wrong for me. When I get an email notification and tap on it, it doesn't show the mail immediately. In iOS 12, if open mail, the new email is already there. In 13, if I open mail, it takes a second or two to sync up and show new emails. Also, I have one unread message in mail, but that notification doesn't show up. So that's still not working. It's getting awfully close to GM with no major improvement with exchange and mail working in harmony.

Again, that's just me. Not sure what everyone else is having issues with. As for macOS, I use Outlook 2019, so no issues there in exchange.
Nope. Definitely not alone on that one. I have the exact same issue and it seems common among folks in this forum.

The only issue i've seen with the native email, which I use daily, is that it keeps showing a new mail badge, when there is no new mail. Otherwise I've not seen any noticeable problems.
 
App store app updates never get updated... On my 7 plus.

Is that a bug?

I don't think there's a bug with the process, but it's possible your device has some corrupt settings.
If you have the Developer Beta Profile, then going to Settings -> General -> Software Updates should eventually show the update.
If still not appearing, restart your device and try again.
If the problem continues, consider Reseting all Settings.
If it persists, then try Reset All Data and Settings (Factory Defaults).

Can someone please outline the instructions of installing the full ipsw since the software update wotn' verify? I am on catalina with the new gargage music app.

That's the issue... there really is new mail! You just can't see it yet.
You have to back out of the mailbox or even kill and reload the mail app to get the new messages to show up.

EDIT:
Beta 8 appears to have resolved the issue. So far the mail app is behaving normally now.
