Usually it is the same but they wait to make sure the developers load okay before making it available to the public beta group. Therefore the fact they are releasing both at the same time means they are really close.I'm still on the 9.1 Public Beta Program version. How can I install the fourth Beta for developers? I'm presuming I delete the profile and check for OTA update?

EDIT: Wait, hold on. I'm on the Public Beta 9.1 and have also received a 9.1 Public Beta 4 OTA update. Is this the same version/build as the developers' Beta 4?
Apple today seeded the fourth beta of iOS 9.1 to registered developers for testing purposes, one week after seeding the third iOS 9.1 beta and releasing iOS 9.0.2, the second minor bug fix update to iOS.
Is the app delay gone? The things were apps are going dark for half second before opening.On my iPad Air this is the best performance improvement thus far. Feels like butter....except in spotlight search, which still lags occasionally when being dragged down. Everywhere else it's amazing.
Why we cannot download it via 3G or cell network... Last time I had to share my cell phone connection via USB and do an ad hoc Wi-Fi to my laptop so the phone can download the update via its own connection... This is so... Complicated... I have 1go per day... Why I can't download it?

Just finished the update. Everything seems snappier, not just safari. 9.1 should've been 9.0.
Maybe it has to do with App Thinning?It's not as bad, some apps are better than others. Safari and mail are instant, Twitter, Facebook etc. are not.
