About the widgets issue, I could solve the problem via the terminal.
First, I disabled the dashboard
— open up a Terminal and paste this in:

defaults write com.apple.dashboard mcx-disabled -boolean YES && killall Dock
After, I re-enabled it, using this:

defaults write com.apple.dashboard mcx-disabled -boolean NO && killall Dock
Everything is now working for me. I hope it will help.

I tried that, and my widgets are still black.
 
I have no problem with the widgets. Deleted some, added more, customised them, all working fine.
I upgraded to the Developer Beta 7 directly from 12.5.1. on my old machine (2017 MacBook Pro 15").

I admit system setting is a bit wired at first, but it resembles more with the iOS one.
 
I haven't used any of the Ventura betas however I strongly support Apple for re-working System Preferences...errr... System Settings to look very familiar to its iOS/iPad OS counterpart. I'm not a 100% fan of the organization of some settings on either device — but that can be cleaned up. This will go a long way in offering tech support. Apple next needs to offer a similar App Library interface on the Mac.
 
Can’t plug in any external drives. It doesn’t recognise anything. A finder pop up comes and goes in a split second and the device is not recognised, not in finder, not in disk utility.

Tried different drives with different file systems, different cables and different usb c adapters.

I tried that, and my widgets are still black.
I had to do this twice, but after the second time it fixed the widgets.

This isn't working for me, no matter how many times I try it. Nor does rebooting. Booooo
 
I too have dead widgets (white, not black, probably controlled by whether you're in dark mode or not) but I had no trouble mounting a USB disk.

I don't think fiddling with Dashboard prefs will have any effect on widgets. It's probably just killing the Dock that fixed it for those that were positively affected by that.

On the bright side, they fixed the broken drag-and-drop in Mail, which was hideously annoying. Now if they could only fix some of the 100 other things wrong with Mail. :-(

So in system preferences, under privacy, there is a new option to ask when connecting new devices. It was set to always ask, but the finder popup disappears (bug) so you can't click on it and go ahead mounting the drive. Solved by selecting to always allow connecting devices.

I fixed the widgets with the terminal command posted above here too.
 
Widgets didn’t fix despite the commands multiple times and reboots. Ventura is shaping up to be one of the stupidest macOS releases in recent memory.
Progress seems to be running the other way as time passes.

I can't find this setting, and I have looked everywhere under System Settings > Privacy & Security > Privacy.
