But this way they could offer it as both a developer transition kit and as an entry level Mac for people who don't care about what chip powers their device. Also it would force devs to program for less capable HW.I’m warming to the idea of Arm computers. My concern is that Apple will leverage the efficiency only to go small, light, and fanless. I’d like to see something relatively powerful in an existing size with an increase in battery life.

Agree...customers who purchase the new MBP 13" would absolutely lose their **** if a 14" was released a month later. The 14" isn't happening this year.
I'd also wager that we won't see the AirTags or HomePod Mini until this fall, as accompanying products in the next iPhone keynote.

I'm hoping for an ARM transition reveal. If it's going to happen in 2021, they'll want to get it out early so that devs can be prepared (I believe they did something similar for the PowerPC-Intel transition).

And more recently, they offered the Sonnet eGPU unit to test egpu capability?
So there are precedents for hardware previews to aid transitions of software/hardware.

I'm not sure—years ago, anything developer-related required the $99/year membership. A few years back they started allowing people to enroll their Apple IDs as "Developers" and you'd have access to certain content (I think maybe this coincided with the public beta programs?). The student contest lists this as a requirement, so I'm wondering if you can be just registered on the free tier (apparently the free tier gets you a lowercase d, but the program itself is a proper noun):
Yep, the Intel kit was basically a G5 tower (one optical drive) case that had a PC motherboard inside of it and a Pentium 4 CPU (Pic at the bottom of this page—lots of empty space!)
