You can add the Quad Cities area to the list of upload capped areas! This includes the metro around Moline, IL, Rock Island, IL, Davenport, IA, and Bettendorf, IA. I was consistently getting 3-5 Mbps down and 1.5 Mbps up until around July 2-3 where the uploads seem to be capped at around 100 Kbps and downloads are also slower at no more than 2.5 Mbps.

This is happening no matter what signal I have and no matter where I am in my city. Browsing the web seems slower and it takes forever just to upload a photo to Facebook!

At first I thought it might just be a technical issue in my area, but now it seems clear they are capping and I will be retuning my iPhone if this sticks!
 
I'm seeing the same thing and I'm on 23rd Street. I had been getting 1.3MB up but now looks like 100K. Could just be over the holiday or something. I hope it doesn't stay like this all week.

Anyway, I wasn't able to post my screenshot earlier because I was at work. I am thankful this thread was created because I've been going nuts the last couple of days trying to figure out why I went from 1600 kbps uploads to 100 all of a sudden!

It seems pretty clear that they are rolling out some kind of 3G throttling! If it was only happening in one market, I would guess that it was just a technical issue or some sort of maintenance. But it's happening in quite a few HSPA markets now and the upload speed seems to be clearly capped at around 100 kbps. This is slower than I was getting on my 3GS! It's also affecting my 3G iPad, which doesn't utilize HSUPA but was still faster than 100 up!

To be clear, here are the facts so far:

- Uploads seem to be capped at ~100 kbps
- Download speeds also seem slower, perhaps being capped as well? I haven't gotten anything about 2.5 mbps where I was getting 3-5 mbps downloads before.
- Doesn't matter what server you choose in Speedtest.net - same results.
- Doesn't matter what time of day you try, nor how good your reception is.
- Started happening (at least in my area) sometime between July 1-3.

im at the border of queens and long island, ny

just started testing this morning and im consistently getting 0.8 mbps download :mad: and 0.06 (or less) upload could i be doin something wrong im not getting anything over 1 mbps at all :confused:
 
Good I'm in favor of it...why did you need to upload tons of stuff?? Few minority are bogging down everything by excessive usage....it's a phone if you need to do other things use your laptop
 
Correct me if I'm wrong, but wasn't last night the Fourth of July. Were there not fireworks everywhere. Was not everybody taking pictures, shooting videos, etc., with their cell phones, not just iPhones. The times of the posts suggest that many of the tests were made in "prime" time. I really don't think the Fourth of July weekend is a very reliable time to evaluate data speeds!
 
Rochester Hills, Michigan (Metro Detroit area) and I am also seeing reduced upload speeds. I'll be able to check East Lansing, Michigan later tonight.

Don't all of you get your panties in a bunch they are all doing this since the new devices consume a lot of data. Do you actually think Verizon allows 5 GB of data per month with a cap, also the EVO is soaking up a lot on Sprint, but the fact is the largest data consumption is on AT&T because of the iPhone.

They have been out for months now.

And yes I'm getting 125kb up now on iPad.(NYC)
 
Seattle as of 9am pst still showing data upstream cap of 100kbps and less


I swear this is a way for AT&T to get rid of our grandfathered unlimited data plans the damn browsing experience is the same as an iphone 3G
This is just outrageous of AT&T. Rot in hell you corporate greedy thugs
 
Would somebody that is seeing the 100Kbps upload cap humor me and try the Xtreme labs speed test app? I get 100Kbps with Speedtest.net app and about 220 Kbps with the Xtreme labs app. Just curious if someone else sees the same.
 
Called AT&T. The csr says yes this is AT&T new policy and it's part of the new 3G dAta throttling plan.

I'm gonna return this phone. It is so sad to see AT&T cripple the iPhone 4. I mean 3GS was not capable of being fast but this is just outright lame of AT&T. I hope this company gets the karma it deserves.
 
I just spoke to an ATT rep they told me 2 towers were down so having issues.. I asked if there was a cap they said no. They said give it a few days..

Not true. Verizon and Sprint networks both push out more data than AT&T, which is in third. Both Verizon and Sprint have lots of aircards and Mifi devices which consume a lot more data than iPhones do.
