Older iTunes would manage iOS devices with being able to see the screens on your mac, go thru the individual screens to easily rearange icons or delete apps.

I'm wondering, CAN I use Parallels to run an older OS, so an older iTunes, and use that to manage my current iOS devices?

(also, if so, what OS can I go down to to do this? Or is there an easier alternative? Just what all I want to do is a pain to do with the iOs interface.
 
As I recall that feature was only useful with app syncing, which hasn’t been supported for quite a while… at least 5 years. I expect you’d need iOS 12-ish or earlier.
 
Older macOS and iTunes versions probably won’t support newer iOS/iPadOS devices. But you can always try.
 
You can do this through iPhone Mirroring if you're running Sequoia or Tahoe. Just click and drag the app icons, or right-click to delete them.
 
If you’re talking about your old ipad 2 and iphone 5, then yes, probably. Parallels can pass through the USB connection and it will work just like the software on windows when it was current.
