No - that would have detracted from the iPhone 3G launch. They should have not made the iPod touch or iPhone 2.5G upgrade available until a few days after the iPhone 3G release.
That way those paying for the new toys get it first - and then the rest of us get it afterwards.

The only thing I can see for their reasoning is that they really want their App Store to be a success along with Mobile Me and the 3G. So they wanted to be fair to all their current and future customers: iPhone, iPod Touch, .Mac, App Store Developers, and future iPhone 3G users.
