It's obvious that they don't name the phones after the body style, but rather the whole idea of something "new". The body style just comes with it.
3GS -> better screen, better internals, better software. Are you going ot sell that with the same plastic/glass shell? Nope.
3G-> 3GS better internals. Are you going to design a whole new body and market it for only a spec bump? nope.
THe appearance is just as important (To apple) as what's inside the phone, but you cannot simply attribute the numbering to a design. There are many more factors to consider.

I can understand them not redesigning the phone, but I cannot understand the name '4S' at all. But, it will sell well, like everything else with a bitten off apple on the back of it.
Almost all has been said about Apple releasing an iPhone 4 bump vs a brand new iPhone 5.
What is important to mention is that this is Tim Cook's first product unveiling since taking the reigns from Steve Jobs. Investors are already nervous about that transition and many are waiting to see what Apple will be like post-Jobs.
If Apple releases a lacklustre iPhone on Tuesday, investors are going to lose confidence in the company. Anything but a blockbuster lunch is going to be interpreted as "Apple has hit its peak, it's going to start rolling down from here" and the stock will feel it.
This is why I don't believe that we'll only see an iPhone4S released on Tuesday. Apple has been absolutely and intricantly methodical about this CEO transition. They're not going to mess up on the grand finale. The "Let's Talk" event is going to be the launch pad for Tim Cook and he will have to impress and Apple knows it.

I also tend to think Apple knows that the need a new, "fresh" product to compete with Android. I'm fully expecting the 4S on Tuesday, but I will be pleasantly surprised if something else happens on Tuesday.
4S = N90A resembles iPhone 4, antennagate is improved, processor for Assistant is installed, work on CDMA/GSM.
5 = N94 is a new design, has 8MP camera, processor for Assistant is installed, works on CDMA/GSM.
