Are you activating it with a US iTunes account? You can only activate an AT&T iPhone with a US iTunes account, unless you unlock it. It won't activate with a Russian account. That night be what the error you're getting is.
I am not sure u must set up an account to use itunes ... its free application which you download and there you go ....
Long story ... when i switched on this phone (ATT was inside) first it said connect to itunes to activate ... when I plugged it in itunes said YOU HAVE PROBLEM WITH YOUR INTERNET PHONE (not no sim detected or wrong sim), please contact apple support. I didn't know what that means (it was my first purchase on ebay of my first apple product) so i consulted some people.
I found a company here, which sells activation sim cards for activation of foreign iphones (locked) without the original sim. They are for long on the market with a lot of positive feedbacks from customers, everyone gets activated etc. So i thought there it is. I ordered one, inserted in the phone and same message YOU HAVE PROBLEM WITH YOUR INTERNET PHONE. when i contacted the sim seller he said that when such error appears it means that SOMEONE WAS TRYING TO ACTIVATE YOUR PHONE BEFORE, ENTERED WRONG ACTIVATION DETAILS SEVERAL TIMES IN A ROW AND ITUNES BLOCKED IT PERMANENTLY. He also said that actual origins of the iphone were hidden from me (it could be stolen, if so i suppose apple just blockeed it)
That's how i knew what's going on. If the seller bought iphone from apple store USA and sent it to me unopened, unused and so on i would have ZERO PROBLEM activating it with activation sim card (it's proven method).
Personally I do not think the seller tried to cheat you.
They sold you a locked AT&T iPhone.
You should have made sure it was in fact unlocked before you bought it.

It seems the seller was as naive as you in this. They sold a USD690+ item to a buyer overseas with no previous eBay history yikes!
it's not about unlock, its about blocked activation ....
about zero history - we all start somewhere (my side was clear)
he did cheat - someone opened the phone and tried to activate it ... item description says UNOPENED, UNUSED
