Nope, it's a North Korea business with an American Company.
To sell things in North Korea, they *must* accomplish to North Korea laws.
Epic will request a law enforcement, this will take a while but North Korea will enforce it, and if Apple don't obey they will get constantly fined till they obey, their money runs out, or till they end doing business in North Korea.
But ending the business in North Korea is not an option, simply because the same will happens in other parts of the world and probably even in the U.S., and this would lead even to more lawsuits.
If Apple continues with this stubborn childish behaviour it will cause them more damages(money and reputation wise), than obeying to the law from the beginning.
