I'm not presuming, more educated reasoning, combined with personal experience. As I have said, we've seen this MANY times before with Apple, where there were things in like iOS 12.5 that weren't in iOS 13 until beta 6 (I forget what it was exactly, and what beta it was, but you get my point). They do not need to rely on Devs/Public Beta early on, as there's other focus with that. They will have been testing it on the internal iOS 14 builds ever since it went out to the public in iOS 13, if not earlier.
